Councilmember Millsap,

  Please find the attached letter, in which I have stated my opinions and concerns regarding the proposed change to the EDC's by-laws.  I have struggled with how to address this situation and pored over my words countless times, so please know that I do not take this lightly.  I would love for this matter to be resolved as smoothly as possible so that the city can operate efficiently without turmoil, but I do feel strongly about this matter so I felt it was important for me to reach out to councilmembers who might be able to see the situation as I do.  I hope my letter is adequate to explain my position, but I would of course discuss the matter with you further if it would be helpful.   Spencer Hauenstein
